Allegheny County is unusually easy to misunderstand because it still uses a 2012 base-year assessment system, unrestricted owner-name searching is not part of the ordinary free public search, county taxes are separate from municipal and school taxes, and the current annual appeal being filed in August 2026 is for tax year 2027—not 2026.

Current August 2026 priority: the annual filing period for tax year 2027 is open now and ends September 1, 2026. The regular annual appeal window for tax year 2026 closed in 2025. Do not file against the wrong assessment year.

Why the county still shows a 2012 base-year value

Allegheny County uses a base-year methodology with an effective date of value of January 1, 2012. The 2012 base-year system was used beginning with tax year 2013, and the last countywide reassessment occurred for that cycle.

Do not use Ohio’s 35% rule here. Allegheny County does not use an Ohio-style rule where every ordinary assessed value is simply 35% of current market value. Its regular records use the 2012 base-year system, while Common Level Ratios are used for specific appeal valuation purposes.

County tax is only one layer. A parcel may also owe separate municipal and school-district taxes with different millage rates, collectors and schedules. Do not multiply 6.43 mills and assume that is the property’s entire local tax burden.

2026 application deadline has passed. The Treasurer’s current page says the 2027 application will become available in January 2027.

The parcel page can show current owner information, sale dates, sale prices, deed book and deed page. Allegheny County specifically warns that the assessment system does not contain a complete ownership or sales history for every parcel.
