DC assesses real property at 100% of estimated market value
The assessment is market value—not a 35% taxable ratio
The Real Property Tax Administration states that it strives to assess DC real property at 100% of estimated market value. This is a major difference from states where only a fixed percentage of market value becomes assessed value.
The assessment is still not your tax bill. Tax class, applicable rate, Homestead deduction, assessment-cap credit, senior or disabled relief and other adjustments can change the final liability.

OTR states that new owners may, under most circumstances, have a separate administrative-review opportunity within 45 days of purchase. Confirm the current rule using the SSL and purchase date.
Supplemental assessments use their own review procedure and deadlines. Check the notice itself rather than applying the expired regular TY2027 April 1 date.

Why SSL and record-lot numbers can differ
DC land systems contain record lots, tax lots, condominium lots, air-rights lots, possessory-interest accounts and other property types. A tax lot can supersede underlying record lots for taxation even though the older record geometry still exists in land records.
