Why Allegheny’s assessed value can look far below today’s market price

The portal is built around a 2012 base year

Allegheny County’s current assessed values use an effective valuation date of January 1, 2012. That countywide reassessment first became effective for the 2013 tax year and remains the underlying base-year methodology today.

This means the assessment is not intended to equal a normal 2026 listing price. When an appeal establishes a current market value, the applicable Common Level Ratio is used to relate that value back to Allegheny’s base-year assessment system.

2026 versus 2027 Common Level Ratios

2026 tax-year CLR · 50.14%

Allegheny County’s appeal FAQ states that the 2026 Common Level Ratio is 50.14%. If a hearing established a current market value of $100,000, the county example produces a $50,140 assessment value.

2027 tax-year CLR · 49.3%

The county has announced a 49.3% CLR for tax year 2027 and says the factor will be applied to current market value in appeals beginning in September 2026.

Do not multiply every parcel’s displayed value by the CLR. The CLR is primarily an appeal/equalization tool. The ordinary parcel page already displays the county’s certified assessment data; you do not independently recalculate every annual assessment simply because a CLR exists.

Some assessment changes use a different appeal clock

A Special Appeal is different from the annual appeal. It applies after certain written assessment or exemption determinations and generally requires the county notice or determination letter to be attached.

Why a property, owner or value may look missing or wrong

Address search finds nothing Remove Street, Road, Drive, Circle and other suffixes; leave Municipality blank.
Owner-name search is missing It is not part of unrestricted free search. Search the address or parcel instead.
2027 new parcel does not exist online The portal warns first-time 2027 taxable parcels may not appear until values are certified in January 2027.
Recent deed owner is missing Verify the recorded deed and allow assessment/real-estate systems to process the change.
