DC does not work like an Ohio-style county auditor system. The District has no county assessor/treasurer structure for these records. The DC Office of Tax and Revenue’s Real Property Tax Administration handles assessment, billing and tax-relief functions, while the Recorder of Deeds is also within OTR. Vacant and blighted Class 3/Class 4 classification is controlled by the DC Department of Buildings.

Why a DC parcel may not appear the way you expect

Address search returns nothing Verify the exact premise address and quadrant. Try the Master Address Repository to confirm the official address and SSL.
You only know the owner name Find the property address another way or use Recorder of Deeds owner-name research, then bring the SSL back to MyTax.
Condominium conversion Search the unit’s active condo SSL rather than only the underlying record lot.
Tax lot replaced a record lot DC’s tax database may link to the active taxation lot even when an underlying record lot still exists in land records.
Recent split or combination Assessment and Taxation lot changes can become active in a later half tax year, so an old identifier may stop being the useful tax key.
Recent ownership transfer The deed may already be recorded while the tax-account owner display is still updating.
Federal or District property Tax-exempt or government-owned land may appear differently from ordinary taxable residential property.
Air-rights or possessory-interest property These account types can use identifiers that do not resemble a normal residential lot search.
Why this happens in DC: the Integrated Tax System Public Extract is linked to property layers through SSL, but OTR notes that record lots do not always have a one-to-one relationship with taxable accounts. Tax lots, condominium lots and converted reservations are common examples.

The assessment is market value—not a 35% taxable ratio

The Real Property Tax Administration states that it strives to assess DC real property at 100% of estimated market value. This is a major difference from states where only a fixed percentage of market value becomes assessed value.

The assessment is still not your tax bill. Tax class, applicable rate, Homestead deduction, assessment-cap credit, senior or disabled relief and other adjustments can change the final liability.

Annual reassessment: DC uses an annual assessment cycle. The TY2027 appraisal materials state that 209,929 taxable, exempt and possessory-interest properties were included in the reassessment exercise using a January 1, 2026 valuation date.

Why SSL and record-lot numbers can differ

DC land systems contain record lots, tax lots, condominium lots, air-rights lots, possessory-interest accounts and other property types. A tax lot can supersede underlying record lots for taxation even though the older record geometry still exists in land records.
