Search the Parcel, Read the Value, and Take the Right Next Step

Use Chesterfield County’s Real Estate Assessment Data (READ) system to research a parcel’s current assessment, ownership display, land and improvement information, then use Parcel Viewer when you need map context such as subdivision, school or political-district information.

The useful part begins after the parcel opens. This guide shows what each assessment field means, how Chesterfield calculates 2026 real-estate tax, why a bill can differ from the simple tax-rate formula, how to pay under the new August 2026 payment system, what to do when READ returns no match, and where to go for appeals, tax relief, deeds, plats and land-use valuation.

Virginia jurisdiction check: this guide is for Chesterfield County, Virginia, not Chesterfield County, South Carolina. Also remember that Virginia independent cities are separate taxing localities. A Richmond, North Chesterfield, Midlothian or other postal mailing label by itself does not prove which locality assesses the parcel—confirm the physical parcel in READ or Parcel Viewer before paying or appealing.

Quick answer: READ is the assessment search

Chesterfield County Real Estate Assessments maintains the real-property record and reassesses real estate every year. Open READ, search using the cleanest identifier you have, open the detailed parcel record, and verify the physical location plus Tax ID/parcel identifier before relying on the assessment.

1 Find the parcel Use address, owner/record clue, Tax ID/account or available READ search field.
2 Verify the record Match physical location and parcel/Tax ID—not owner name alone.
3 Read the value Review current total, land, improvements, sales and property facts.
4 Route the task Assessment, tax payment, relief, deed and GIS questions go to different offices.

Search troubleshooting

No parcel found? Diagnose the search instead of repeating it

Exact address returns nothing Remove unit, direction, punctuation and suffix. Keep the house number and main street word.
New owner is missing Search the prior owner and then verify the recorded deed. Assessment ownership data can follow the recorded-document processing cycle.
New subdivision or split parcel Search the parent parcel, subdivision or map. A new Tax ID may have been created.
One address has several parcels Compare Tax IDs, legal descriptions and mapped shapes before selecting one.
Trust or LLC search fails Try the core entity wording without punctuation, initials or entity suffixes.
READ does not load Confirm JavaScript is allowed, reload the county page, try another current browser, then use Parcel Viewer or call Real Estate Assessments if the application remains unavailable.
Richmond mailing address Do not assume the property is inside the independent City of Richmond. Verify the physical jurisdiction in GIS.
Near Colonial Heights Colonial Heights is an independent city with separate assessment/tax records. Confirm the locality before searching Chesterfield.
Assessment-office call script “I am trying to identify the Chesterfield County parcel at [physical address]. I have [owner name / prior owner / subdivision / Tax ID]. Can you confirm the correct Tax ID and whether the parcel was recently transferred, divided, combined or renumbered?”

Property address
Physical/situs location associated with the parcel.
Do not confuse it with the owner’s mailing address.

Chesterfield assesses real estate at 100% fair market value.
Land value

Legal description
Assessment-record description connecting the parcel to recorded land information.
Use the recorded deed/plat when legal description matters.
Sale / transfer
Recorded transaction information processed into assessment data.
Compare sale date/price and follow deed reference to Land Records.
District information
Local district or geographic classification associated with the property.
Special service districts can affect the final bill.
Owner display is not a title search. A property assessment page can help identify an owner and deed reference, but it does not determine whether title is clear, whether a lien is enforceable, or whether another recorded right affects the property.
Annual reassessment

Chesterfield values real estate at 100% fair market value

Chesterfield reassesses real estate annually. Assessment notices are mailed by February 1 and show values effective January 1. The county describes fair market value as the price most people would pay for the property on the open market.

01
MARKET ACTIVITY Sales activity in the area or neighborhood is analyzed.
02
PROPERTY FACTS Physical characteristics and improvements matter.
03
INSPECTION Property inspection may be part of valuation work.
04
COMPARISON Sold properties are compared with similar properties.
05
JAN. 1 VALUE The resulting annual assessment is effective January 1.
Different from Ohio: there is no 35% assessment-ratio conversion for this Chesterfield County page. Virginia requires Chesterfield real estate to be assessed at 100% fair market value.

Before questioning the value, verify the facts

Correct acreage
Correct building size
Correct property class/use
Major improvements actually exist
Demolished structures were removed
Sale history belongs to the parcel
Land-use status is correct
Comparable properties are truly comparable
2026 tax math

Convert the assessment into an estimated annual tax

2026 base rate: $0.89 per $100

For residential and commercial real estate, divide the assessed value by 100 and multiply by $0.89. The equivalent multiplier is 0.0089.

This produces the county base real-estate tax before any applicable special-district charges, CDA assessment, relief, exemption, credit, prior balance or other account adjustment.

Why the actual tax bill can differ from this table

Special service district

Some properties are subject to additional real-estate tax for a defined service district.

Community Development Authority

Lower Magnolia Green uses annual special assessments rather than a separate special tax rate.

Relief or exemption

Qualified elderly, disabled, veteran or other exempt property can have different tax treatment.

Prior balance or charges

Late amounts, collection activity or other account adjustments are not represented in simple rate math.

2026 tax payment

The next 2026 real-estate installment is December 7

First half June 5, 2026

This deadline has passed. Verify the live balance before paying a late account.

Next deadline Dec. 7, 2026

December 5 falls on Saturday, so Chesterfield observes Monday, December 7.

Missing bill? Call 804-748-1201

The county says not receiving a bill does not remove late-payment consequences.

Major August 2026 payment change: Chesterfield moved to a new payment-processing vendor on August 3, 2026. Previous recurring payment schedules ended July 31. If you relied on the old recurring setup, create a new Scheduled Payment instead of assuming the prior schedule is still active.

After opening the Citizen Portal

Create or sign in to your portal account The guest-payment option is no longer available. New portal accounts require your name, email and phone number.
Add the real-estate tax account Use the tax account number located in the upper-right corner of the tax statement.
Open the invoice before paying Confirm the tax year, installment, amount and property account. The portal can display invoices for the most recent six years.
Choose payment timing Pay the same day or use the new Scheduled Payment feature for a future, monthly, semi-monthly or one-time payment as available.
Choose payment method eCheck has no convenience fee; credit card is 2% per transaction; debit card is a flat $2.50 per transaction.
Save confirmation Keep the confirmation number and verify that the account reflects the payment after normal processing.
eCheck timing: Chesterfield says bank processing generally requires a minimum of two days. Do not treat “I submitted it today” as the same thing as immediate bank settlement.

Other practical payment options

24-hour kiosks

County kiosks accept cash, card and check and can print or text a receipt. Locations include 9901 Lori Road and several Chesterfield library sites.

Drop box

9901 Lori Road has parking-lot and lobby drop boxes. Use check or money order—no cash. Payments dropped by 11:59 p.m. count as received that day.

Mail

Mail to Chesterfield County Treasurer’s Office, P.O. Box 70, Chesterfield, VA 23832. The former Charlotte, North Carolina remittance address is invalid.

Local payment trap: if your bank’s bill-pay profile still contains an old Charlotte, NC tax-payment address, update it before sending the next installment. Chesterfield warns that payments to the old address will be returned.
Assessment challenge

The 2026 appeal window is closed—prepare early for the next cycle

Chesterfield’s annual Real Estate Assessments appeal deadline is March 15. The Board of Equalization deadline is April 15, and the county requires the Real Estate Assessments appeal first before a BOE appeal.

As of August 25, 2026: the March 15 Real Estate Assessments deadline and April 15 Board of Equalization deadline for the 2026 cycle have passed. Do not present those dates as upcoming deadlines.

A factual record error is still worth reporting now

If READ shows an incorrect building characteristic, acreage issue, demolished improvement or other record problem, contact Real Estate Assessments and explain the factual issue. That is different from claiming you still have an open 2026 statutory appeal window.

Build next-cycle evidence before March 15

Open READ and audit property facts Save the assessment, land/improvement facts, sales data and Tax ID.
Define the actual disagreement Separate “the value went up” from a specific market-value, factual or equity argument.
Select up to three useful comparable properties Chesterfield’s appeal guidance specifically allows up to three comparable properties supporting value or equity concerns.
Add appraisal or photographs when relevant Recent appraisal evidence and photos of condition can be submitted.
Income property needs deeper evidence Prepare three years of income/expense statements plus a current rent roll, certified for accuracy by the owner or authorized agent.
Contact Real Estate Assessments for the application The office can provide access to its online application, email a copy or mail one. A separate application is required for each property.
Representative rule: an assessment representative needs a notarized Letter of Authorization identifying the tax year, correct owner name, property address and Tax ID. Corporate representatives also need evidence of corporate authority.
Tax relief and exemptions

Check eligibility before assuming the full assessment must be taxed

Elderly / disabled relief

Applicant must generally be age 65 or older, or totally and permanently disabled, as of December 31 preceding the application year, and must own the home.

2026 income test

Chesterfield’s current public eligibility summary states total household income must be less than $65,400.

Asset test

Assets excluding the home must not exceed $514,000 under the county’s current published eligibility summary.

100% disabled veteran exemption

Virginia provides a real-property tax exemption for a veteran rated by the U.S. Department of Veterans Affairs as having a 100% service-connected, permanent and total disability when the qualifying property is the veteran’s principal residence. Chesterfield also publishes rules for qualifying surviving spouses.

Disabled veteran

Timing: Chesterfield’s deadline list identifies April 1 for real-estate tax-exemption renewals while noting that first-time filers may apply at other times. Use the current application instructions rather than assuming the renewal deadline applies identically to a first-time applicant.
Special assessment / land use

Farm, forest and open-space land can follow use-value rules

$10 application fee per qualifying parcel.

Late filing Nov. 2–Dec. 31

$25 late application fee.

Extension Jan.–mid-Feb.

$50 extension fee under the county’s published schedule.

Revalidation: approved land-use property must be revalidated annually. Filing on or before November 1 carries no revalidation fee; November 2 through December 5 carries a $25 late fee.
Rollback-tax risk: when property stops qualifying, Chesterfield calculates rollback tax from the deferred difference for the current year plus each of the five most recent tax years, with interest. A change in use must be reported within 60 days to avoid an additional penalty.
Before buying land-use property: do not look only at the current reduced tax bill. Ask whether your planned subdivision, rezoning, sale of acreage or change in agricultural/forest use could trigger rollback taxes.
Recorded land records

Use the Circuit Court Clerk when you need the actual deed or plat

Chesterfield’s Clerk maintains permanent land and court records dating from 1749 to the present. The online land-record index currently covers deeds from 1967 forward and wills from 1994 forward.

Start with READ Copy the owner, prior owner, Tax ID, sale date and any deed-book or instrument clue shown in the property record.
Open the Land Records index Chesterfield’s online indexes are organized by name, not by street address or legal description.
Search grantor/grantee names Try current and prior owner names, trusts, estates or company names.
Match date and instrument Use the approximate transfer date and deed clues from READ to reduce false matches.
Open or request the recorded record Use the actual recorded deed, deed of trust, release, easement or plat when the legal document matters.
Escalate title questions Clerk staff can help users access records, but they cannot perform a title search or give legal advice.

GIS / parcel map

Use GIS for location intelligence—not legal boundary proof

Good uses for Parcel Viewer
  • Confirm parcel location.
  • Compare neighboring lots.
  • View subdivision context.
  • Check schools/political-district information.
  • Find a parcel when a street search is awkward.
Do not use GIS alone for
  • Settling a boundary dispute.
  • Locating a fence with legal precision.
  • Proving legal access/easement rights.
  • Replacing a recorded plat.
  • Replacing a professional land survey.
Boundary problem: Chesterfield County does not provide private boundary-survey services. If a recorded survey cannot be found in your closing papers or Land Records and precise property lines matter, contact a licensed land surveyor.
Local practical intelligence

Small Chesterfield details that prevent big mistakes

Assessment office moved in old directory listings Use the county’s current published Real Estate Assessments address: 6801 Mimms Loop. Do not rely on stale third-party address listings.
Tax payment office is somewhere else The Treasurer is at 9901 Lori Road. Do not drive to Real Estate Assessments merely to make an ordinary tax payment.
Recorded deeds are at the courts complex Circuit Court is at 9500 Courthouse Road, with Land Records/Record Room functions separate from assessment and payment.
Old recurring payment schedules ended If you had recurring online payments before August 2026, verify the new Scheduled Payment setup rather than assuming the old schedule survived the vendor change.
Mailing city can mislead you North Chesterfield, Midlothian or Richmond-style postal wording does not replace a jurisdiction check. Confirm the parcel itself.
Land-use owners have a coming deadline As of August 25, 2026, November 1 is a meaningful upcoming date for standard land-use applications and no-fee annual revalidation.

Chesterfield County assessment search FAQs

Where can I search Chesterfield County, Virginia property assessments?

Use Chesterfield County’s official Real Estate Assessment Data (READ) page. Let the JavaScript application initialize, search using the cleanest property identifier available, open the detailed record and verify the physical property plus Tax ID before relying on the result.

How often does Chesterfield County reassess real estate?

Chesterfield reassesses real estate annually. Assessment notices are mailed by February 1 and show values effective January 1 of that year.

What percentage of market value does Chesterfield County assess?

Virginia requires Chesterfield real estate to be assessed at 100% of fair market value. Do not apply an Ohio-style 35% assessment ratio to a Chesterfield County, Virginia property.

What is Chesterfield County’s 2026 real-estate tax rate?

The county publishes a 2026 rate of $0.89 per $100 of assessed value for residential and commercial real estate. A $400,000 assessment produces about $3,560 in annual base county real-estate tax before special-district charges, exemptions, relief or account adjustments.

When is the second-half 2026 Chesterfield real-estate tax due?

The normal date is December 5. Because December 5, 2026 falls on a Saturday, Chesterfield observes the 2026 second-half real-estate tax deadline on Monday, December 7, 2026.

Why can’t I make a guest online tax payment anymore?

Chesterfield’s Treasurer states that the guest-payment option is no longer available. Create or sign in to a Citizen Portal account, then add the real-estate account using the tax account number printed in the upper-right corner of the tax statement.

Under the current payment system, eCheck has no convenience fee, credit-card payments carry a 2% transaction fee, and debit-card payments carry a flat $2.50 transaction fee. Bank processing for eChecks generally requires at least two days.

Can I still appeal my 2026 Chesterfield property assessment?

You can still contact Real Estate Assessments about a factual record error and prepare early for the next annual appeal cycle.

Where do I find a Chesterfield County deed or recorded plat?

Use the Chesterfield County Circuit Court Clerk’s Land Records. Online deed indexes cover 1967 to current and are organized by name rather than street address. The Clerk is the official repository for recorded subdivision plats.

Are Chesterfield GIS parcel lines legal property boundaries?

No. Parcel Viewer is useful for research, location, subdivision and district context, but it does not replace a recorded plat or professional boundary survey. If precise boundary location matters, use recorded records and a licensed surveyor as appropriate.
