Two valuation concepts are operating at the same time
York County states that current assessments are based on 100% of market value as of July 1, 2004, with the most recent countywide reassessment effective January 1, 2006.
Separately, the current Common Level Ratio is 48.70 as of July 1, 2026. The CLR helps relate an assessment to current market value and may be used by the Board of Assessment Appeals. It is not millage and should never be used as the tax rate.

When York County Treasurer is the collector
The Treasurer currently serves as appointed collector for Hopewell, Paradise and Spring Garden townships plus Delta, Fawn Grove, Goldsboro, Manchester, North York, Stewartstown, Wellsville, West York and Yoe boroughs. The Treasurer also collects the county real-estate portion only for Railroad Borough and York City, and selected school taxes.

The Homestead application is for an owner whose property is the primary residence.
The county-linked application says applications must be filed on or before March 1 unless an application was filed within the preceding three years.
If an approved property’s qualifying use changes, the county form instructs the owner to notify the assessor within 45 days.
