Assessment does not automatically equal today’s market value

1994 base-year issue: Berks County states that its last countywide reassessment became effective for the 1994 tax year. Do not compare the raw assessed value directly with a 2026 listing price and assume one of them is wrong.

The Assessment Office maintains parcel assessments and uses property characteristics to place an assessment on real estate. Pennsylvania assessment appeals may require a Common Level Ratio to relate the assessment to market value.

Simple tax concept

The county describes the basic calculation as assessment × millage rate = real-estate tax. Actual total tax can involve county, municipality and school rates plus charges that are not reflected in a simple millage-only table.

When comparing two properties: Check municipality, school district, assessment, exemptions and other charges. Two similarly priced houses can have very different tax bills.

High taxes are not the appeal argument. Berks County says a valid reduction claim must demonstrate that the assessment is excessive in relation to current market value. High taxes or inability to pay are not valid assessment-appeal grounds.

Berks County describes Homestead/Farmstead relief as a dollar amount subtracted directly from the qualifying school real-estate tax bill.
