How assessment works

Virginia Beach real estate is assessed at fair market value—not a reduced assessment percentage

Assessment standard: 100% fair market value

Virginia law requires annual or general real-estate assessments to be made at 100% of fair market value. Virginia Beach describes its assessment as an estimate of the sale price the property would bring on the open market.

That is different from states where the assessor first determines a market value and then applies a separate statewide percentage such as 19%, 35% or 40%.

How Virginia Beach reassesses a residential neighborhood

Analyze recent transfers Appraisers review recent ownership transfers in the neighborhood and remove transactions that are not considered arm’s-length sales, such as certain family transactions, foreclosures and distress sales.
Study property differences The City reviews the sold property’s condition, site and amenities such as garages, porches and pools rather than treating every nearby house as identical.
Apply market-derived rates Comparable market information is used to value similar properties that did not sell, then site and amenity values are added to reach the assessment.
Best value check: first verify the City’s description of your own property. Then compare arm’s-length sales from the relevant market period involving homes with genuinely similar location, size, age, condition and features.

What Virginia Beach’s FY 2027 assessment report says about current values

The current FY 2027 assessment became effective July 1, 2026. The City’s annual report shows continued value growth, but appreciation has slowed from the sharp increases seen earlier in the decade.

$92.3 billion taxable assessment Citywide taxable real-estate assessment reached approximately $92.3 billion, about 6% higher than the prior year.
5.23% median appreciation Median appreciation across all property types was reported at 5.23%.
60.9% detached residential Detached residential property represents the largest share of the City’s assessed-value base.

Local value patterns worth knowing

North End leads City districts District 6, including the North End, carried approximately $15.69 billion in assessed value in the FY 2027 report.
$719 million in new construction The City reported about $719 million in new construction during 2025, with commercial development representing the largest share.
New homes skew higher More than 66% of new residential construction was valued at $500,000 or more, while about one-third of new homes exceeded $1 million.
Do not apply the 5.23% median to your own property. Neighborhoods and property types do not appreciate at the same rate. Your assessment should be evaluated against your property’s facts and relevant market evidence.

Virginia Beach bills real-estate tax in two installments

Virginia Beach’s fiscal year runs from July 1 through June 30. Real-estate taxes are billed in two installments and are paid in arrears.

Escrow account? Virginia Beach says many homeowner tax bills are sent to the mortgage company shown on the account. If you changed mortgage companies or paid off the loan, notify the Treasurer so bill mailing information can be corrected.
Cannot pay the full amount at once? The Treasurer says partial payments, including advance payments, are accepted and encouraged.
An assessment appeal does not stop the tax deadline. Virginia Beach’s BOE guidance states that taxes must still be paid on time while an appeal is pending, or penalty and interest can apply.

September 2026 status

The regular FY 2027 administrative appeal deadlines have passed

Virginia Beach offers an informal Request for Reappraisal and a separate Board of Equalization process. For the current FY 2027 assessment, both regular filing windows are now closed.

Virginia Beach BOE filing rules worth knowing

One application per parcel The City requires a separate BOE application for each parcel number / GPIN.
Eight copies The published process requires eight copies of the application and eight copies of supporting documentation.
No fax or electronic BOE filing Applications and supporting documents must be received or postmarked by the June 30 deadline under the published process.

Relief & exemptions

A correct assessment can still qualify for property-tax relief

Tax relief is different from proving that the Assessor’s fair-market value is wrong. Virginia Beach has separate programs for qualifying seniors, disabled residents, veterans and certain qualifying properties.

Senior & disabled relief Applications are handled by the Commissioner of the Revenue by appointment from February 1 through June 30. The regular 2026 filing period has passed.
Disabled veterans Qualifying veterans with a 100% service-connected permanent and total disability may qualify for the Virginia real-property tax exemption on a principal residence, subject to statutory requirements.
Other incentive programs Virginia Beach also publishes programs involving energy-efficient buildings, historic properties and qualifying land-use classifications.

Fair Market Value The estimated price a property would bring in an open-market transaction under ordinary conditions.
Assessed Value For ordinary Virginia real estate, the assessment is made at 100% of fair market value rather than applying a separate reduced statewide assessment ratio.
GPIN / Parcel Number Property identifier used to distinguish one parcel from another and required in processes such as the Board of Equalization appeal.
Special Service District A designated area with its own published real-estate tax rate. Do not automatically apply the $0.97 general rate when the property falls within an SSD.
