Decode Your Vehicle Value, Relief and 2026 Tax Bill

Prince William County personal property tax—commonly called the Virginia car tax—applies to vehicles and certain other tangible property associated with the County. The amount starts with the vehicle’s assessed value, then the applicable tax rate, state car-tax relief and local registration fee determine what reaches the bill.

This guide follows the practical owner journey: report a new or sold vehicle, understand J.D. Power valuation, calculate the 2026 tax, check PPTRA relief, request a high-mileage adjustment, pay without unnecessary fees, fix a move-out bill, appeal an unusual vehicle condition and identify military, veteran, senior or student relief.

Important 2026 rate check: Prince William County’s current 2026 Tax Rates page lists automobiles, trucks, motorcycles and the applicable vehicle classification at $3.50 per $100 of assessed value. Use the current rate page and your actual bill when an older county example displays a previous $3.70 vehicle rate.

Assessment

Prince William County primarily uses J.D. Power values as of January 1.

Tax calculation

Vehicle value × $3.50 per $100, less qualifying PPTRA relief, plus applicable local vehicle fee.

Fast diagnosis: wrong vehicle or wrong garage location → fix the account. Wrong condition/value → valuation review. Wrong PPTRA → check qualification. Payment not posted → Taxpayer Services/payment issue.
Vehicle registration and reporting

Report a new vehicle, move, sale or disposal before the bill becomes the problem

New Prince William County resident

Register your vehicle with the County within 30 days after moving in. The vehicle is taxable from the move-in date.

Newly purchased vehicle

Report it within 30 days of purchase. The vehicle becomes taxable from the purchase date.

Existing resident with an online account

Open the Taxpayer Portal Use the official Prince William County tax portal.
Select the personal property account Verify the account number and owner before reporting a change.
Choose the event Report a purchase, sale, disposal, move-in, move-out or address change.
Enter the effective date accurately Proration can depend on the actual date the vehicle entered or left County tax liability.
Upload supporting proof when requested Sale, disposal and move-out corrections may require documentation.
Check the account after processing Make sure the old vehicle is closed or the new vehicle appears correctly.

June 15 declaration rule

Personal Property Declarations are mailed in May. A declaration update is required by June 15 when there is a change in owner name or address, a change in where the property is normally kept, another change affecting tax liability, or a newly acquired vehicle or trailer for which no previous return was filed.
Do not wait for an account adjustment before paying a bill that is already due. Prince William County states that penalties and interest continue to accrue while an adjustment request is being processed.

Vehicle assessment intelligence

Prince William County does not simply use your purchase price

Virginia law requires vehicle assessments to use a recognized pricing guide. Prince William County uses J.D. Power, formerly NADA, for most vehicles and says roughly 95% of County vehicles can be valued through that guide.

VEHICLE ID VIN + model JAN 1 VALUE J.D. Power MILEAGE Adjustment if eligible TAX RATE $3.50 / $100 FINAL BILL Less relief + fee

When J.D. Power does not list the vehicle

Very new vehicle

The County may use a percentage of purchase price. If cost information is unavailable, it may start with 90% of MSRP.

Still not listed later

The County publishes percentage-of-purchase-price methods for vehicles that remain outside the pricing guide.

Older vehicles

Older vehicles may use a percentage of original cost, previous assessment or another method reflecting current value.

Trade-in offer is not enough for an appeal. The County’s appeal guidance says an individual dealer offer or sale price is not, by itself, a valid substitute for the required uniform assessment method.

A vehicle generally must pass all three tests

Passenger car, qualifying pickup/panel truck, motorcycle or autocycle
Owned by a natural person, qualifying lessee or qualifying private trust
Used for nonbusiness purposes
Correctly classified in County and DMV records

Common vehicles that do not receive PPTRA

Motorhomes Designed primarily as living quarters rather than transportation.
Farm-use vehicles Farm use is treated as business use for PPTRA qualification.
Trailers The County specifically states that trailers do not qualify for PPTRA.
2026 PPTRA calculation note: the County’s separate 2026 Tax Rates page lists the current vehicle tax rate at $3.50 per $100. Use that current adopted rate with the 37% relief percentage rather than copying an older $3.70 example that remains on another County page.
High-mileage adjustment

High mileage can reduce value—but only when the County threshold is met

Prince William County adjusts qualifying mileage back to January 1 of the tax year. Mileage shown on later service records is not used without that date adjustment.

2025 model 20,001+ 2026 mileage threshold published by the County.
2024 model 35,001+ Required mileage as of January 1, 2026.
2023 model 45,001+ Required mileage as of January 1, 2026.
2022 model 60,001+ Required mileage as of January 1, 2026.
The County’s table continues upward for older model years. For example, the published 2026 thresholds include 70,001 miles for 2021, 85,001 for 2020, 95,001 for 2019 and 165,001 for 2012-and-older vehicles.

SERVICE RECORD VIN + miles + date ± 1,250 / MONTH Adjust to Jan. 1 CHECK THRESHOLD Model year test VALUE ADJUSTMENT If eligible
Two common misunderstandings: excess mileage alone is handled through the high-mileage process, not the ordinary damage-based vehicle valuation appeal. Also, a new mileage submission can increase an assessment if the reported mileage is lower than the County’s previously estimated mileage.
Sold, moved or disposed vehicle

Do not keep paying Prince William County after tax liability should have ended

Usually prorated

A vehicle sold, disposed of, or moved into or out of Prince William County can generally be taxed for only the months it was taxable in the County.

Not always prorated

Moving between Prince William County and a Virginia locality that does not prorate can change which jurisdiction taxes the entire year.

Moved out of Virginia?

County liability generally continues until the vehicle is registered in the new state and the DMV/County records are updated.

Move-out checklist

Register the vehicle in the new state or Virginia locality Do this before assuming Prince William County tax ends automatically.
Update Virginia DMV Correct the address and jurisdiction information.

Review the revised assessment Confirm the tax period and proration.
Do not ignore an existing due date Waiting for an adjustment does not stop penalties or interest.

10% penalty

Applied to the outstanding original tax balance when full payment is not received by the due date.

10% annual interest

Begins accruing on the first day of the month following the original due date.

$30 collection fee

Applied once an account is more than 30 days delinquent, before other possible collection charges.

Additional collection action can include administrative fees associated with liens, garnishments, registration holds, judgments and other enforcement measures.
You can make prepayments. Prince William County’s Taxpayer Services FAQ says taxpayers may make personal property tax prepayments before bills are generated and continue paying toward the balance after billing.

Vehicle valuation appeal workflow

Get a professional appraisal Use an appraiser, adjuster, repair facility, dealer, insurance appraiser, auctioneer or qualified mechanic.
Make sure it describes January 1 condition The valuation year is tied to the vehicle’s condition and value as of January 1.
Require complete appraiser information Letterhead, name, address, phone and signature should be included.
Explain the specific value-reducing condition The documentation should show why the vehicle is worth less than the County’s J.D. Power clean trade-in assessment.
Submit the County appeal form plus appraisal Include the tax account number.
Pay the bill while review is pending when due An appeal does not suspend penalties or interest. If the assessment is later reduced, the County can issue the corresponding refund or adjustment.
The County’s current appeal guidance says an appeal must be filed within the later of one year from the assessment date or three years from the last day of the tax year being appealed.
Relief and exemptions

Before paying the full bill, check whether a special rule applies

2026 PROGRAM Elderly / Disabled

Qualifying residents can receive relief on personal property tax for one vehicle and the local vehicle registration fee.

VETERAN Disabled Veteran

A qualifying service-connected, permanently and totally disabled veteran may receive relief on one owned automobile or pickup truck.

MILITARY Active Duty

Certain active-duty members and spouses domiciled outside Virginia may qualify under military residency rules.

STUDENT Nonresident College Student

A full-time student domiciled outside Virginia may qualify when the County’s statutory conditions and proof requirements are met.

Household income

2025 gross household income generally must not exceed $123,903, subject to the County’s stated exclusions.

Net worth

Combined applicant/spouse financial net worth generally must not exceed $400,000, excluding the qualifying residence and up to 25 acres.

2026 application timing: the County tax calendar lists April 15 for Elderly and Disabled Tax Relief applications, so the normal 2026 deadline has passed. Contact Real Estate Assessments at 703-792-6780 for current options rather than assuming eligibility is lost or automatically granted.

Disabled veteran relief

A qualifying disabled veteran can receive relief on one automobile or pickup truck owned and used primarily by or for the veteran. The County states there are no income or net-worth requirements for the qualifying disabled-veteran exemption. Leased vehicles and motorcycles do not qualify for this specific disabled-veteran vehicle relief.

Military residents

Out-of-state legal domicile

Full-time active-duty service members, and qualifying spouses, residing in Prince William County solely because of military orders may qualify for exemption when Virginia is not their legal domicile.

Virginia legal domicile

Active-duty personnel who claim Virginia as their legal residence do not receive the nonresident military exemption merely because they are serving on active duty.

Vehicles parked at Quantico Marine Corps Base are not automatically outside Prince William County tax rules. The County specifically instructs personnel to register vehicles stored, parked or garaged in the County, including vehicles on Quantico.

Full-time nonresident college students

A full-time student who maintains legal domicile outside Virginia and lives in Prince William County solely for education may qualify for a nonresident exception, refund or apportioned assessment when statutory conditions are satisfied. The County requests enrollment verification and proof of current personal property tax paid in the student’s legal domicile.
Local vehicle registration fee

The $33 charge is not a late fee

Autos / trucks

$33 per year.

Motorcycles

$20 per year.

Trailers

$0 County vehicle registration fee.

The annual registration/license fee is separate from the personal property tax. It is not prorated. One qualifying vehicle using a disabled placard
Certain fire and rescue volunteer vehicles
Antique plates
